Duc Quang Ly

Duc Quang Ly is a political scientist specializing in domestic politics and foreign policy in East Asia, with a particular focus on China. He works at the intersection of political analysis, mediation, and policy-oriented dialogue, and regularly facilitates expert discussions and exchanges on regional and international issues.

He serves as Senior Program Officer at the German–Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG), Dynamic Mind’s sister organization, and holds several senior editorial and programmatic roles. These include Deputy Editor-in-Chief of Asia in Review, as well as Deputy Head of CPG’s Peace & Security Center (CPSC) and CPG’s Constitutional Law & Politics / Human Rights Hub (CCHH).

In addition, he is Senior Fellow at the South Asia Foresight Network (SAFN), a futures-oriented think tank network operating under the Millennium Project, with a focus on long-term political, security, and governance trends related to China’s influence in South Asia.

His expertise centers on Chinese domestic politics and foreign policy, including China’s evolving sustainability agenda and its global implications, particularly in the context of the Belt and Road Initiative and broader Chinese conceptions of global order. He brings strong linguistic and cultural competence to this work and is fluent in Mandarin Chinese.

He holds a PhD in Political Science from Friedrich-Alexander University of Erlangen–Nuremberg and received a scholarship from the German Academic Exchange Service (DAAD) for his doctoral research on the genesis of Chinese constitutionalism, with research stays in both the PRC and Taiwan. Alongside his analytical work, he is an IMI-qualified mediator and serves as Member of the Board of Directors of the Asian Governance Foundation.
